The tool won't let me follow any more people than Twitters TOS advise. I had my own twitter tool built when twitter started and I've never had any accounts run into any problems from using it - because it was designed to be only as effective as it could be within Twitters limits. That my account had been suspended and is being investigated due to strange activity.
